
Full Council Meetings
When: Every second Thursday of each month.
Where: Fairfields Sport Hub, Apollo Avenue, Fairfields, MK11 4BA
Time: Starting at 19h00 for a maximum of two hours depending on the agenda items.
The Chair is in charge of the meeting and has a duty to ensure that meetings are run smoothly and the Clerk supports the council as it discusses business. The rules of procedure are laid down in legislation and additional regulations chosen by the council are contained with their Standing Orders.

Updates
Public Question Time
The Council welcomes members of the public to its meetings in accordance with the Public Bodies (Admission to Meetings) Act 1960. Public participation is encouraged. It means that the Chair will invite members of the public to express their views or ask questions in the Public Questions Time slot on the agenda.
Council meetings are formal meetings held in public but are not a public meeting.
Please note that Council can give updates in the Public Questions Time however, if a topic raised by a resident is not on the agenda, Council cannot make any decisions and will take the topic to the next agenda for further discussion/decision.

Meetings
Council is required by law, to hold no less that four meetings in each year, one of which must be the Annual Community Council Meeting (ACCM), which takes please every year in May.
Annual Community Council Meeting (ACCM)
At the ACCM a new chair person must be nominated. A vice-chair may be nominated also and appointments to committees made. In an election year the ACCM must take place on the day when councillors take office, or within 14 days thereafter.
Annual Meeting of Residents (AMR)
This is not a council meeting. It is a meeting of the community electors taking place between 01 March and 01 June each year. Electors can contribute to the agenda and in practice these meetings often celebrate local activities and debate current issues in the community. The Chair of the council, any two councillor or any six electors can call the AMR.
Agenda
It is the responsibility of the Clerk to put together the agenda, which sets out the business of each meeting. This must be signed by the Clerk and displayed in a public place (noticeboard, website, Facebook), at least 3 clear days before a meeting.
The purpose of the agenda is for both councillors and the public to know what issues will be discussed and voted on. Council cannot lawfully make a decision on anything that is not on the agenda.
Meeting Attendance
In order for a meeting to lawfully take place, there has to be a minimum of 3 councillors present.
Decision Making
All matters coming before a council must be decided upon by a majority of councillors present and voting. Each councillor has one vote and must vote in person. (Councillors who have declared a prejudicial interest will not vote). In addition, the Chair has the casting vote if it is required.
Minutes
These are produced by the Clerk and remain as ‘draft’ until they are approved at the next full council meeting. Minutes are a legal record of decisions made by council and are not verbatim.

Please read through the Public Participation Policy, so that you get a better understanding about the fact that full council meetings are not public meetings, they are meetings held in public. There is a specific Public section on each agenda.
